Decay or Resurgence ?

Visions of tomorrow's towns and cities vary wildly. At one extreme is the Apocalypse: rotting, lawless inner areas surrounded by walled villages of comfortable, middle-class professionals, who skitter between fortress homes and shiny central office blocks in armoured cars. At the other is the Flash Gordon scenario: soaring towers, sylvan glades, personal helicopters, happy villages and humming shopping malls. Technology has been tamed and misery eradicated in a brave new world.

The truth probably lies somewhere between. But where? This complex picture can best be explored by answering three questions:
